San Diego's Ligand Pharmaceuticals agreed to buy Neurogen, a Connecticut company that develops drugs for psychiatric and neurological disorders in an $11 million deal.

Biopharmaceutical firm MediciNova agreed to pay about $37 million to buy rival Avigen. The sale is expected to conclude during the fourth quarter.
