Joseph Panetta
President and Chief Executive Officer, Member, Biocom Board of Directors — San Diego

As the leading advocate for the life science industry in California, President and CEO Joe Panetta guides Biocom by setting strategic direction, guiding policy priorities, and championing the biopharmaceutical industry at the local, state, national, and international level.

Mr. Panetta holds a Bachelor of Science degree in biology from LeMoyne College, and a Master of Public Health degree in industrial and environmental health from the University of Pittsburgh. He is a graduate of the Brookings Institution Program for Executives and the Harvard Program on Negotiation.

Jennifer Landress

Jennifer Landress
Senior Vice President and Chief Operating Officer — San Diego

Jennifer is responsible for the general oversight of the organization along with marketing, international outreach and capital development. She ensures that members get the best level of service from the Biocom team.

Jennifer brings to Biocom a background in strategy, operations, event planning and marketing. She obtained a Bachelor of Arts degree from Bucknell University.

Jimmy Jackson

Jimmy Jackson

Jimmy is responsible for the oversight of all Biocom committees and personnel related to the development of Biocom policy in the government affairs arena.

Jimmy has worked in a hospital pharmacy, as a political consultant, and spent 14 years working for the State Legislature, the last seven of those as a Chief of Staff. He has been with Biocom for over 11 years.

Rick Fultz is Senior Vice President and Chief Business Officer of Biocom California. He is responsible for leading the organization’s membership, sponsorship, marketing and business systems efforts as well as partnering initiatives and overall business development. Recently he has taken on the role of Interim Executive Director for Biocom’s San Diego Office which aims to increase the support they provide the San Diego Life Science Cluster. San Diego’s biotech and medtech industries have seen an impressive amount of investment and activity during the pandemic, providing Biocom California with a unique perspective on the runway to economic recovery for their industry’s members and the overall region.

Prior to joining Biocom California, Rick led for and non-profit sales and development and served as Executive Director for a San Diego non-profit. He obtained a Bachelor’s in Economics from the University of Delaware and holds a Master’s in Public Policy from New England College.

As Vice President of Corporate Communications, Julie is responsible for developing communications strategies and programs to drive awareness surrounding Biocom’s strategic priorities.

Prior to joining Biocom, Julie held leadership roles at companies ranging from global life science giants to early-stage biotechnology companies as well as public affairs roles in Washington, D.C. at the Board of Governors of the Federal Reserve System. She holds a Master’s degree from Harvard University’s John F. Kennedy School of Government and a Bachelor of Arts degree in economics from the University of Virginia.

Stephanie Hsieh

Stephanie Hsieh
Executive Director, Los Angeles — Los Angeles

As Executive Director of the Los Angeles office, Stephanie is at the leading edge of transforming the greater Los Angeles area into a premier life science hub, devising and executing on impactful strategies and initiatives for ensuring growth and sustainability for our members and the industry generally.

Stephanie has spent almost 30 years in biotech, most recently as CEO of an immune-oncology start-up in the Los Angeles area. She holds B.A. in biochemistry from Wellesley College, a J.D. from Columbia University and an M.B.A. from Stanford’s Graduate School of Business.

Michelle Nemits

Michelle Nemits
Executive Director, Bay Area — Bay Area

As Executive Director of Biocom’s South San Francisco office, Michelle is responsible for building the framework for enabling the creation of a strong, well-connected life science community in the Bay Area. She leads Biocom’s programming and benefits efforts and helps raise awareness of the region’s innovations and accomplishments.

Michelle has spent over 20 years in Bay Area life science sales, marketing and business development. She has held leadership roles at a large lab supply distributor and at a biotech tools startup, which fostered her broad view of the Bay Area market, its challenges and its opportunities.

Karmin Noar
Executive Director, Biocom Institute
Karmin Noar
Executive Director, Biocom Institute

Karmin oversees strategies, programs and staff and drive initiatives focused on STEM education and workforce development. Her priorities include serving job seekers and employers as well as leveraging community partnerships to prepare the emerging workforce talent and advance the incumbent workers of the life science industry.

Noar has more than a decade of volunteer and work experience in the nonprofit sector, working on issues from public health and education to youth and workforce development. A leader in education and workforce development fields in San Diego, Noar is experienced in building partnerships to provide employers with a highly skilled workforce and expanding access to careers in San Diego’s priority sectors for underrepresented individuals.

Noar holds two bachelor’s degrees in political science and ethnic studies from the University of California, San Diego and a master’s degree in education from Pepperdine University’s Graduate School of Education & Psychology.
