Biocom drives advocacy and public policy initiatives on behalf of the California life science industry. Since its founding in 1995, Biocom has emerged as the most respected voice in regional government, the State Capitol, and Washington, D.C. by leveraging several proprietary programs and committees to encourage public officials to pass legislation that is positive to the California life science industry, while working to defeat proposals that would be detrimental.

Brittany Blocker
Manager of Regulatory Affairs -- Washington-DC

Brittany oversees Biocom’s regulatory initiatives and monitors and responds to guidance and rulemaking documents. She is Biocom’s point of contact for federal agencies including the Food and Drug Administration (FDA), Centers for Medicare and Medicaid Services (CMS), and the National Institutes of Health (NIH).

Brittany has experience as a biotechnology Regulatory Affairs Associate, holds a Regulatory Affairs Certificate from the Regulatory Affairs Professional Society (RAPS), a BBA in Legal Studies in Business from Temple University and is pursuing a dual Master’s degree in Biotechnology Management.

Emily is responsible for managing Biocom’s public policy events, newsletter, as well as web and marketing content to give members streamlined access to all of Biocom’s public policy events and initiatives.

She holds a Bachelor of Arts degree in English from San Diego State University and brings to Biocom a background in education and event planning.

Melanie Cohn
Director of Regional Policy & Government Affairs -- San-Diego

Melanie is responsible for managing and implementing Biocom's regional policy agendas in San Diego, Los Angeles, and the Bay Area. She proactively lobbies public officials to advance the interests of Biocom's members and ensure consideration for the life science industry in new and existing regulations.

Prior to joining Biocom, Melanie managed government-community relations for San Diego nonprofits and also worked in the local office of a State Assembly Member from 2005 until 2009. She holds a Bachelor of Arts in Political Science, with minors in Art History and Sociology, from the University of California, San Diego.

Laure Fabrega

Laure Fabrega

Laure oversees Biocom’s Washington DC office, which she opened in 2013 to advance the interests of Biocom members in our nation's capital. She is responsible for managing and implementing Biocom's federal policy agenda and proactively lobbying federal officials.

Laure served five years in the U.S. House of Representatives, overseeing healthcare policy. She holds a Bachelor of Arts in Political Science and a Master’s in Public Affairs and Political Communication from Sciences Po Bordeaux. She also graduated from the Institute on Business and Government Affairs at Georgetown University.

Jimmy Jackson

Jimmy Jackson
Senior Vice President and Chief Policy Officer -- San-Diego

Jimmy is responsible for the oversight of all Biocom committees and personnel related to the development of Biocom policy in the government affairs arena.

Jimmy has worked in a hospital pharmacy, as a political consultant, and spent 14 years working for the State Legislature, the last seven of those as a Chief of Staff. He has been with Biocom for over 11 years.

Biocom Political Action Committee

Established in 1996, the Biocom PAC is a non-partisan California state committee that leverages individual and corporate fundraising to make political contributions with the aim of electing candidates and promoting issues that improve the climate for business and innovation for the California life science industry.
