A Look at How All Levels of Government are Responding to the COVID19 Pandemic

With COVID-19 having changed every aspect of life as we knew it, the pace of changes in the policy world has been truly dizzying. Trying to recap the things that have occurred over the past month, sometimes having orders revising previous orders issued only days before, would require a novella. As such, much of this newsletter reviews the events of the past two weeks instead of the last month.

On the federal level, both houses passed legislation that provides a supplement to the funding for the Small Business Administration’s (SBA) Paycheck Protection Program (PPP) and the Economic Injury Disaster Loan (EIDL) program. This legislation has been sent to the President, who is expected to sign quickly. Although Congress is technically in a recess period, Biocom continues to advocate for its members in several areas.

Last week, Governor Gavin Newsom outlined six metrics which would guide decision making in modifying his statewide “Stay at Home” order. This was a key change in the tone of the Governor’s daily briefings, as it indicates the Administration is transitioning its focus from immediate crisis management to a longer term view of managing the health crisis in parallel with restarting many aspects of the California economy. The Governor also announced the formation of a CA Task Force on Business and Jobs Recovery, including former Biocom Board Chair Magda Marquet in this prestigious group. More details here.

The City and County of San Diego announced their own Task Force to Reopen San Diego Area Economy, which includes Biocom President & CEO Joe Panetta. Biocom has also continued to facilitate tours of local companies working on COVID-19, this past week connecting Mayor Kevin Faulconer with Sorrento Therapeutics. Our policy staff continually updates the Biocom COVID-19 Resource Center with the most recent information on local orders and business resources throughout the state.
