Governor Announces Staged Re-Opening of State’s Businesses, Specific Life Science and Office Guidances

In late April, Governor Gavin Newsom released a four stage tiering of how the Administration views bringing the state’s economy back online:

On Thursday, May 7, Governor Gavin Newsom released guidances for businesses re-opening under early Phase II of California’s four phase plan. The guidance for life science companies can be found here, along with a checklist that companies can use as a resource in preparing to re-open, although it is noted there is a separate guidance and checklist for office workspaces. Individual counties may have orders that are more restrictive than the state’s, and in cases of conflict the more restrictive local orders would take precedence over a broader state order.

Although the state as a whole is in early stage 2, the Newsom Administration has created a process through which individual counties who meet certain criteria may petition to accelerate farther through Stage 2 (up to and including opening walk-in retail and dine-in restaurants). This has created a situation where the different life science clusters in California may be in different stages of re=opening, and have different local orders governing their operations.
