Facing a constitutional deadline of June 15 to pass a state budget, and with the penalty for failure to do so being forfeiture of salary until a budget is passed, the California State Senate and State Assembly passed a $267 billion “placeholder” budget on June 14, 2021. This budget meets the constitutional requirement to pass a budget while legislative leaders admitted there are still many details to be negotiated with Governor Newsom before a final budget deal can come together by June 30th (another constitutional deadline). The Sacramento Bee explains some of the aspects of this budget and why it was passed before agreement with the Governor had been reached.
