San Diego and Carlsbad Postpone Proposals for Electric-Only Construction
The Carlsbad City Council postponed a proposal to prohibit natural gas plumbing in new buildings, citing concerns about a legal case that overturned a Berkeley ordinance banning natural gas in new construction. Carlsbad proposed to instead focus on increasing requirements to reduce greenhouse gas production by encouraging the use of electrical appliances. Following this decision, Biocom California was made aware last week that the City of San Diego plans to postpone its building electrification ordinance. The policy was expected to be a cornerstone of the city’s Climate Action Plan 2.0 implementation.
Mayor Todd Gloria Releases May Budget Revision
Mayor Todd Gloria’s proposed his Fiscal Year 2024 $5.12B “Getting It Done” budget at the end of April, which included top priorities such as solving homelessness, fixing streets, improving city facilities, and community safety. On May 18, he released his May Revision to the budget which increases expenditures by $25 million. Proposed changes include further funding for homelessness and internet hotspots. Most significantly, Mayor Gloria added 40 new positions in the Development Services Department for permit processing
support —good news for life science development projects.
City of San Diego Releases New Housing Proposal
Mayor Todd Gloria’s Housing 2.0 Package includes incentives and regulatory changes that aim to boost construction of housing for middle-income residents, college students, and people facing homelessness. It includes proposals for higher-density housing, looser rules on developments on public land and underutilized commercials sites, and incentives for building single-room occupancy hotels.

Total Rewards Survey Open Now Through June 2
Every year, the Biocom California Institute, in partnership with Mercer, gathers important information from California life science companies regarding salaries and compensation in California. This information assists members in developing compensation plans that can attract and retain top industry talent. Participants of this year’s Total Rewards Survey will receive a complimentary copy of the results and gain access to vital compensation and benchmark data, including base salary and cash incentives, organized by industry segment, stage of product development, and location.
Enhancements from last year’s survey include additional jobs, robust benefits, perks and retirement plan benchmarking. Participants will also gain access to the SIRS Life Science suite of data at a discounted rate. The survey is open until June 2. For those who participated last year, please contact Andrew Dickson who will map 2022 submissions to the 2023 job codes.
Get Involved: Generation STEAM’s Girls Who Lead Summer Camp
Generation STEAM is hosting their annual “Girls Who Lead Summer STEAM Camp” from July 31 to August 4. The camp serves high school girls from throughout the county and includes career exposure, hands-on learning, and company tours. Genentech Industry Tour for Educators
A huge thank you to Genentech for hosting our local science educators, WBL coordinators and counselors last week at Genentech’s Oceanside Campus. Educators networked with life science professionals, had an exclusive onsite tour of Genentech’s manufacturing facility, and learned about the groundbreaking work happening at Genentech to discover and develop medicines for people with serious and life-threatening diseases.
Illumina Genomic Discoveries Program
Through our partnership with Illumina, the Illumina Genomic Discoveries (IGD) program provides local high schools with equipment and supplies to bring next-generation sequencing into the classroom. Keenan Mendoza, a student from Otay Ranch High School, shares how completing the IGD Lab-in-a-Box Experience and helped him while applying to Yale University.
"The [IGD] lab is what introduced me into the field of public health. The COVID-19 pandemic made me aware, but actually tracing the hypothetical E.coli outbreak inspired me to expand my academic interests outside of medicine and global health,” Keenan says. He noted that discussing his experience with the IGD program in his college interview allowed him to build a strong rapport with his interviewer, who works in the biotechnology industry, and that the IGD program helped him feel confident in discussing complex technology and protocols.
