Jennifer Cogley is Director of External Communications at Bayer, where she leads local media relations, community engagement, regional public policy and corporate citizenship efforts across the San Francisco Bay Area. A seasoned business leader with more than two decades of experience spanning corporate communications, public sector economic development and nonprofit management, she is recognized for building trusted relationships and aligning diverse stakeholders across government, community and business to advance shared priorities.

At Bayer, Jennifer has played a pivotal role in shaping community-centered engagement strategies, including helping guide the extension of Bayer’s Development Agreement with the City of Berkeley by elevating community perspectives and integrating that feedback into the agreement’s community benefits program. Her work reflects a strong commitment to constructive dialogue, strategic partnership and long-term regional impact.

Prior to joining Bayer, Jennifer spent more than 14 years with the City of Berkeley, where she led initiatives to support technology startups, expand opportunities for women entrepreneurs, advance green business growth and strengthen local independent retail. She holds an MBA with a focus in Marketing from San Francisco State University and a B.A. in Russian Studies from Oberlin College.
