University Community Plan Update Receives Final Approval
On July 30, San Diego City Council gave unanimous final approval to the University Community Plan Update, the land use document that will govern future development of San Diego’s life science hub in Torrey Pines and UTC over the next 30-plus years. The plan adds capacity for an additional 29,000 homes and 72,000 jobs. Biocom California was directly involved from the beginning, representing the life science industry’s interests during monthly meetings and advocating for its passage with decision makers. Read more.
Carlsbad Updates Draft of Climate Action Plan
The City of Carlsbad released its updated Climate Action Plan draft to align with the council’s Five-Year Strategic Plan, which aims to reduce greenhouse gas emissions. Notably, the plan directs the city to revisit building electrification policy—both for existing and new construction. The draft will be presented to the Planning Commission in September and to City Council later in the fall.
San Diego City Council Confirms New Fire Chief
The City Council officially confirmed the appointment of Robert Logan II as the next chief of the San Diego Fire-Rescue Department. In this role, he supervises and manages six divisions within the SDFD, including recruitment, health and safety, community outreach, professional standards and training.

Girls Who Lead Summer Externship
More than 80 high school girls from around San Diego County recently participated in Generation STEAM’s Girls Who Lead Summer Externship. The program provides underserved students the opportunity to tour industry campuses and laboratories, meet with STEAM professionals, participate in hands-on activities and learn about career opportunities. Thank you to all the Biocom California member companies that participated: Avidity Biosciences, Illumina, Lilly, Mapp Biopharmaceutical, Poseida Therapeutics, Qualcomm, REVA Medical, San Diego Gas & Electric and Thermo Fisher Scientific.
